According to source, there is a good response across the city from property taxpayers for paying property tax in full for 2010-11 and avail 5 per cent rebate on property tax. “The online payment system had some problems due to a problem with the bank server. The staff shortage was only on the first two days of census work as officials had to guide enumerators in some cases. But, it’s all sorted out.” says BBMP officials.
On Monday, at least 2,000 property tax transactions were made at 64 Bangalore-One centres and 1,800 people paid this tax online. BBMP officials said the collection for this block period could cross Rs 150 crore and include 2 lakh properties by April 30.Anticipating the rush, tax counters remained open even on Sunday.
However, complaints continued to pour in. Some taxpayers complained that the authorities insisted on new forms be filled with application form numbers of the last two block periods (2008 -09 and 2009-10) along with the previous receipt numbers.
“When it is computerised and a property register is available, why is this needed? If BBMP still wants the numbers, a database must be made available at collection centres or BBMP should have a helpline to provide required information to citizens, especially those who are not computer savvy and the urban poor,’’ said a resident of Jayanagar.
A resident of Kalyan Nagar complained how she had to make repeated visits to the help centre to pay the tax. Finally, she decided to pay it at the BangaloreOne centre in her area. Residents in some parts of Jayanagar also complained of no staff at a few help centres.
Collection timings not properly displayed at centres, No clear information about tax collection at BangaloreOne centres in some areas, problem with the server for online payment and not enough application forms at some help centres are some common complaints by taxpayers.
Penalties
For those who fail to pay property tax of earlier period for 2008-09 or 2009-10 or both, penalty calculated at 2% per month
Penalty will be calculated @ 2% per month from June 1, 2010 for those who fail to pay first installment
penalty @ 2% will commence from December 1, 2010 till date of payment for those who fail to pay second installment

The home buyer is normally a person who wants to set up a family or one who looks around for investment options. With the tax exemptions allowed by the government for repayment of loans and interest paid on loans for purchase of house property/construction of houses, investment in property received a shot in the arm.
As for the one who wants to set up a family, his needs depend normally on the number of members in the family, price quoted for the house and available surplus for repayment of loan. Location and distance from work place, possibility of future expansion and the like come next.
In India, promotion of housing initially came from the government. For the middle and upper middle class, affordability is the key. The increase in income of people during the last 10-15 years due to higher industrial growth, proliferation of software firms etc enabled property buyers to go in for larger and luxurious houses. The global meltdown turned the table upside down and investment in house property has been hit badly. This has led to shift in demand from large or fairly large accommodation to lesser floor space. Another reason might have been the wait for locating accommodation in the city center area.
Improvement in transportation facilities, construction of ring road and peripheral ring road, metro rail etc also factored in. The development of townships in and around the peripheries of cities also shifted the demand from one location to the other. There was a time when small apartments went a begging in Yelahanka, Kengeri, Whitefield and Bannerghatta Road. After the economic slowdown, salaries took a downslide and people thought of various methods to beat the recession.
One major approach has been to go in for lower floor area houses. The city is becoming larger and people need to either move out from the central area or go in for smaller accommodation. In this background, the one-bedroom tenement is perhaps the solution.

BBMP property tax kiosks had a busy day on Sunday, the last date for paying the second installment of property tax for 2009-10 without penalty. There was a huge rush at the Bruhat Bangalore Mahanagara Palike (BBMP) property tax collection centers. “Our online property tax collections have touched Rs18crore. The online collection on Sunday alone stood at Rs35 lakh,” a senior BBMP official said.
Devendrappa, assistant revenue officer at the Mayo Hall BBMP office, said, “About Rs75 lakh was collected at our office on Sunday alone. BBMP has sent nearly 2 lakh notices over the past 10 days. May 30, 2009, was the last date to pay the second half installment without penalty for 2008-09. Technically, the BBMP has powers to issue notices from September. However, the process was delayed till the compilation was complete.
In its drive to catch errant taxpayers for the previous block period (2008-09), the Palike has surprisingly been snaring a few regulars. This has shocked both residential and commercial property owners. Venkatesh, staying in an apartment on Sarjapur Road who promptly paid tax for both block periods within the rebate period, was shocked when he received the notice. It said the BBMP is yet to receive tax on his property for the previous year.
BBMP revenue officials, who confirmed the mistakes had indeed happened, said it could be in cases where people paid tax on the cut-off date or later. “We admit it’s a mistake but you needn’t panic if you have the receipt. You must produce it and ignore the notice,’’ a BBMP official said.
According to BBMP records, only 7.63 lakh property owners of the overall 20 lakh properties in Bangalore have paid tax for 2008-09. This includes 2.6 lakh owners in core areas which have 6.9 lakh properties. A majority of residential property owners in the newly added areas are yet to enter the tax bracket for the previous block period. All this when the November 30 deadline for payment of second-half instalment for the current block period is not too far away.

According to a revenue official, the last date to pay the first installment of property tax for the financial year 2009-10 ended on Sunday. From beginning of financial year to August 30, Bruhat Bangalore Mahanagara Palike (BBMP) has collected approximately Rs. 380 crore as property tax from around 4.3 lakh residents of the city.
Last year, around 7.5 lakh property owners paid tax to the tune of Rs. 748 crore to the civic authority. The official said property owners had just two months’ time to pay the property tax under self-assessment scheme last year. This year however, they have been given abundant time and they can pay the tax, albeit with penalty, till October-end.
The official said that the civic authority hoped to collect at least Rs. 800 crore as property tax this year. BBMP targets for 1000 crore and to ensure 100 per cent payment, BBMP will use Geographical Information System, that enables to scrutinize the details such as built-up area, number of floors and usage of the property.
While four lakh owners filed their tax returns at various centers identified by the BBMP, more than 30,000 property owners chose to go online. The official also said that the BBMP had received a lot of complaints from property owners last year about the cumbersome procedure involved in filing the tax returns.
Tax Calendar
August 30- Last date for payment of property tax for full year or First half-year without penal interest.
November 30- Last date for payment of property tax for second half-year without penal interest.

Tax evasion was causing huge losses to the BBMP as people were avoiding paying crores of rupees. In the past, many Bangaloreans reduced the size of the buildings or commercial establishments or even knocked off one floor in a multi-floor building to reduce the property tax amount. If you’ve cheated while paying your property tax, you’re not going to get away so easily this time.
This year, BBMP roped in neighbors to get information about evaders. Informants were assured their identity would not be disclosed. This yielded great dividends and BBMP received about 20,000 tip-offs through emails alone. About 10,000 alerts came through letters and telephone calls. “GIS technology helped BBMP confirm the violations,”
BBMP used GIS to record details of assets which come under the tax net. Detailed maps are drawn showing the area of the plot, taxable areas and the tax details. The moment the owner pays the tax his payable details, paid details are tallied and details of tax evaded are calculated. The GIS mapping also shows details of nonpayment of tax and the list of payments. Even small evasions are shown by GIS.
Common complaints of tax evasion
- Residential sites used for commercial purpose
- Wrong zone where tax is less
- Building given for rent declared as own-use
- Reduced built-up area
All tax evaders will receive notices shortly. BBMP has fixed targets for BBMP officials to issue these notices. After issuing the notice, owners will be asked to reply and the final list of all tax evaders will be posted on the BBMP website. Tax evaders have to pay double the fixed tax with an interest of 2%.
