The service level benchmark for the BBMP Bangalore and BWSSB Bangalore and certain target fill be fixed, failure to meet them mean they losing performance grant. Union urban development ministry’s guidelines has made to set the benchmark.

Allocation of Performance grant depends on number of factors such as meeting the target in specific time, efficiency of redressal of grivances etc. For the period 2010-15, if the BBMP Bangalore and BWSSB Bangalore improves their performance and meets their targets, it can get up to Rs 8000 crore as performance-based grants from Union urban development ministry.

The benchmarks for BWSSB Bangalore are increasing 90% Quality of drinking water supplied and achieve 95 percent efficiency of redressal of grievances in drinking water. The current level in quality of drinking water is 83 percent or below and redressal of grievances up to 87 per cent. If these benchmarks are set for BWSSB Bangalore, Union urban development ministry’s guidelines also set benchmarks for BBMP Bangalore such as 100 per cent availablity of public toilets in next one year, enhance adequacy of sewage treatment capacity on war footing to reach 100% in this period. They should also achieve 100% quality of sewage treatment, efficiency in collection of sewage charges and efficiency of collection of municipal solid waste.

Service Apartments in Bangalore are not Residential units

Monday, June 13th, 2011

BBMP Bangalore has come up with a new proposal to include Service Apartments as Commercial business and charge property tax on par with commercial venture. It has taken several years for BBMP Bangalore to realize they had lost revenue from this source. Service apartment in Bangalore is rising trend in real estate that offeres an alternative accomodation for short and long stay, leisure and business travellers that are cheaper than lodge or 5 star hotels.

Services or amenities like kitchenettes, internet, cable and Wi-Fi connections, hair dryers, coffee and tea-making machines and more are available in Service apartments in India. Top service apartments are located in Koramangala, Jayanagar, Indiranagar, HSR Layout, Electronic City, Old Airport Road, Whitefield and areas close to Bangalore IT hubs.

As Service apartment is a new term for KMC Act 1974 and the service apartments are not commercial business, till now they were charged at par of residential units. Now there is also need to amendment in KMC Act. If the proposal for considering service apartments as commercial venture comes, the service apartment property owners will have to follow the procedures that an Hotel or commercial venture follow for accomodating guests. It should obtain a trade license from BBMP and operate as per commercial norms and pay property tax as per commercial tariff.

BBMP issued notices for defacing the walls of the city

Tuesday, May 11th, 2010

The Bruhat Bangalore Mahanagara Palike (BBMP) issued notices to 20 film producers and distributors for defacing the walls of the city, especially in Gandhinagar. They were also asked to pay Rs 500 as penalty for each violation. “It’s the responsibility of the BBMP to remove banners and hoardings,’’ said K Manju, a film producer who paid the fine for defacing walls.

Archana, Assistant Commissioner (East), BBMP, said no one had the right to put up hoardings and banners without the permission of the BBMP.  “I had sent officials to remove such hoarding near Geo Hotel, but they returned after failing to find them,’’ she said. “I will send them on Tuesday again.”

A few months ago, officials of the BBMP slogged to issue notices to film producers and distributors for putting up movie posters and hoardings at unauthorised places. The BBMP issued notices to 20 film producers and distributors, especially in Gandhinagar for putting up movie posters and hoardings at unauthorized places and defacing the walls of the city.

But the BBMP officials have failed to apply the same measures against corporators. Many corporators were newcomers and were not aware of the procedure of taking permission from the BBMP to put up hoardings. “I am aware that many corporators and their supporters were putting up banners to thank voters for electing them. There cannot be a separate rule for corporators.  I, therefore, urge the BBMP officials to remove all banners and hoardings.” Mayor S K Nataraj said

“I will advise all the corporators to remove such banners during the forthcoming training program that is scheduled to be held soon.”  He said the program will also create an awareness among the corporators on how to keep the city clean.

Last few days of the rebate period, there’s good response across the city

Wednesday, April 28th, 2010

According to source, there is a good response across the city from property taxpayers for paying property tax in full for 2010-11 and avail 5 per cent rebate on property tax. “The online payment system had some problems due to a problem with the bank server. The staff shortage was only on the first two days of census work as officials had to guide enumerators in some cases. But, it’s all sorted out.” says BBMP officials.

On Monday, at least 2,000 property tax transactions were made at 64 Bangalore-One centres and 1,800 people paid this tax online. BBMP officials said the collection for this block period could cross Rs 150 crore and include 2 lakh properties by April 30.Anticipating the rush, tax counters remained open even on Sunday.

However, complaints continued to pour in. Some taxpayers complained that the authorities insisted on new forms be filled with application form numbers of the last two block periods (2008 -09 and 2009-10) along with the previous receipt numbers.

“When it is computerised and a property register is available, why is this needed? If BBMP still wants the numbers, a database must be made available at collection centres or BBMP should have a helpline to provide required information to citizens, especially those who are not computer savvy and the urban poor,’’ said a resident of Jayanagar.

A resident of Kalyan Nagar complained how she had to make repeated visits to the help centre to pay the tax. Finally, she decided to pay it at the BangaloreOne centre in her area. Residents in some parts of Jayanagar also complained of no staff at a few help centres.

Collection timings not properly displayed at centres, No clear information about tax collection at BangaloreOne centres in some areas, problem with the server for online payment and not enough application forms at some help centres are some common complaints by taxpayers.

BBMP Election 2010 were marred by poor voter turnout

Monday, March 29th, 2010

The poor turnout in the posh areas of the city and the general voter apathy was cause enough for several politicians to spit fire at Bangalore, and to hint that if people did not turn out to vote they had no right to criticize the ruling class. The much-awaited elections to the Bruhat Bangalore Mahanagara Palike (BBMP) were marred by poor voter turnout, with the State Election Commission pegging the voting percentage in the city at 44.6 per cent.

Not even a single vote was polled in polling station No 10 of Benniganahalli, situated in the defence colony C V Raman Nagar.Only 161 of 1,085 voters had cast their votes till 3 pm in polling station No. 6 of Seshadripuram ward, which falls in the most elite area of the ward.

“They have no right to blame politicians when they do not vote in the very important process of democracy,” Kumaraswamy said. Krishna Byregowda, MLA from Byatarayanapura Assembly segment echoed similar sentiments. Byregowda said: “These people always demand facilities from government but are not ready to spend a few minutes to exercise their franchise. I consider the poor turnout as the failure of the educated people.”  Going a step further, Transport Minister in-charge of Bangalore R Ashok scolded people for watching films and going to restaurants instead of voting and called for making voting compulsory.

“It is a shame on part of educated people. I don’t know why these people have no time even to come to polling stations to elect a right candidate. It is a pity and disappointment to see that educated people prefer to watch films instead of polling. Voting should be made compulsory,” the minister R Ashok said.

Several voters found their names missing from the voter’s list or mentioned in wrong ward numbers. Many voters were not allowed to cast their vote in spite of having valid election photo identity cards, as their names were missing. This included first time voters as well as holders of the new voters ID cards issued in 2009.
