Purvankara Launches Affordable Housing Project in Bangalore

The affordable home is showing signs of taking off in a big way with big developer brands. Affordable housing segment receive big boost with provident housing, a wholly owned subsidiary of Puravankara projects, launching its first such projects in Bangalore “Provident Welworth City” on Yelahanka Doddaballapura Main Road in Bangalore.

The project comprises of Stilt, Ground and Seven floors. Provident Welworth City offers 2 & 3 BHK apartments sizes varying from 845 sq. ft. to 1180 sq. ft. Prices for apartment start at Rs 14.90 lakhs for 2BHK (845 sq. ft) and goes up to Rs 18.90 lakhs for 3BHK (1180 sq. ft.). The property boasts of amenities like lifts, playing area, swimming pools, gyms, multipurpose hall, super market etc. For covered parking one will have to pay Rs 1.50 lakh and open parking Rs 75,000. Moreover, an additional amount of Rs 2 lakh (approximately) costs for registration, taxes and some permission.

The project involves an investment of Rs 480 crore. The house will be ready by September- October of 2011. Fund for project comes from promoters’ equity, construction finance and advance from clients. Depending on completion of project, client will have to pay the money.

Last week, the Prestige Group said it is planning township projects on 400-600 acres of land in Bidai and Sarjapur which may include significant components of affordable house. The Confident Group said, a project launched in Sarjapur road with 675 units earlier saw a flood of calls and significant booking within first few days.

Price for affordable projects are low and it is possible because the locations are away from city center where cost of land are low and size of flats are smaller comparing to buildings built traditionally.

Realty sector is one of the fast developing sectors or industries. Till early 1990, apartment in the city were a rarity. It was believed that apartment is only a home fortunate for the rich and famous. Local residents would prefer independent house even if they are small.

Most of the city now dwells in high-rise or apartment building. During the peak years, anywhere between 3,500 and 4,000 apartment units were sold in the city every month. Now only language home buyers speak is BHK (Bedroom, Hall and Kitchen). Property or apartment comes in all varieties from 1-BHK to 5-BHK. The residential market in the city predominantly catered to the Rs 30 lakh to Rs 70 lakh market segment. There have been apartments in the city, which have been sold for Rs 17 crore.

Now, there is a new residential market emerging — affordable homes and nano homes. Housing units costing between Rs 10 lakh to Rs 25 lakh fall into the affordable home bracket, and housing units costing between Rs 4 lakh to Rs 10 lakh are in the nano home market. The demand for housing has increased tremendously in recent time. Professionals in field of teaching, medicine and youngster in IT sector invest in realty for long term benefits.

One could probably attribute this fact to the growth in the number of developers in the city. From just having a handful of developers, who were mostly landowners in 1980s, today Bangalore has over 300 developers of all hues.

A Confident project in the Rs 12 lakh to Rs 17 lakh bracket launched two weeks ago on Sarjapur Road is said to have received 1,500 calls on the day of the launch, and 50 bookings in three days.

Environment Cell to handle solid waste management

BBMP has formed an Environment cell which would exclusively handle solid waste management. Earlier solid waste management was handled to civic authority’s health department.

In November 2008, solid waste management was entrusted to the ward engineers. The civic authority decided to form a cell which would exclusively handle solid waste management on the lines of the one in the Bombay Municipal Corporation (BMC). The cell in BMC was managed by environment engineers.

BBMP has formed Environment cell and posted its eight environment engineers in the newly formed cell. More environment engineers will be recruited to newly formed cell. Mean while, ward engineer and medical officers of BBMP might opt to work in the cell. The civic authority has also written KPSC (Karnataka Public Service Commission) with regard to recruiting more environment engineers for the newly formed cell.

BESCOM Helplines To Register Monsoon Related Complaints

BESCOM (Bangalore Electricity Supply Company Ltd) has announced the phone numbers of Superintending Engineers in and around Bangalore as helplines for registering monsoon-related complaints. In view of heavy rain in different part of state, BESCOM has will provide quick relief to public for restoring power supply and arrangement has been made for the same.

Citizen of Bangalore can register their complaints in case of electric poles or conductors are affected in rain. BESCOM will restore power supply as soon as possible after receiving complaint from public. The helplines in BESCOM Bangalore are as follows:

In some of its O&M subdivisions, official were refusing to register applications for new power connections under the pretext that applications were to be registered through licensed electrical contractors only. Instructions have been issued by BESCOM to field officers to accept applications submitted by customers directly.

SBI Car loan and Home loan on the spot

State Bank of India will hold two days loan mela in Davangere. Loan mela will be held on Saturday and Sunday at Abhinava Renuka Mandira. The customer with relevant documents can get car loan on the spot and SBI will issue loan approval letter for loans under housing schemes. SBI will not charge any processing fee for loans in the loan mela.

During loan mela held last year, SBI had done a business totaling over Rs 7 crore and targets to achieve the business of Rs 15 crore this year. There was a special offer of car loan as well as housing loans. The customer for loan for housing will get loan approval letter at loan mela and application for car loan will be sanctioned on the spot.

SBI will accept PAN card, voter ID cards, driving license, and passport as identity proof. Proof of residence, Bank account details, Form 16, IT returns for past three years and salary certificate are essential for sanctioning your car loan or get a home loan sanctioned in the loan mela.

Builders has to obtain CFO to handover flats to buyers

The Karnataka State Pollution Control Board (KSPCB) will not give Consent For Operation (CFO) to the apartment that does not show the source of drinking water supply. The builders cannot hand over the flats to buyers unless he gets CFO from KSPCB.

For apartment buyers, dream home is turning to be elusive or indefinite. The homes are built and payments have been made but flats will be handover only when builder gets CFO from pollution control board.

Prevailing Norms

  • According to prevailing norms, at the time of construction builder has to get Consent For Establishment (CFE) form KSPCB if the structure is more than 5,000 sq.ft in area.
  • If the building is more than 20,000 sq.ft in area, the builder has to obtain CFO and environment clearance after completing the structure.
  • If there are more than 25 apartment complex, a builder should establish their own sewage treatment plant, garbage disposal system and source of drinking water to apartments.

KSPCB’s norms do not permit the builders to drill bore wells to draw water for these apartments and builder will not get CFO till they show the source of drinking water for these apartments.The builder had applied for BWSSB water supply but Bangalore Water Supply and Sewerage Board (BWSSB) will supply drinking water to these apartments only in 2012 after the completion of Cauvery Stage IV Phase II and if there is sufficient water to supply.

Some of the builders have completed their projects according to prevailing norms. But KSPCB has denied CFO to the builders and builders cannot handover the flats to buyers. KSPCB and builder will have to sit to explore the possibilities of supplying drinking water to get CFO and handover the flats to buyers.

Bangalore One Centers Would Be Extended To 100 Centers by Year-End

Bangalore One offers a host of citizen services for Bangalore citizen. Presently Bangalore One offers service at 53 centers, state government plans to increase centers to 100 by the end of the year.

E-governance would be implemented in government departments from the district level to the State Secretariat this year, and later it would be done from the gram panchayat to district level.

Steps have been taken to implement e-governance in important departments, and a comprehensive road map would be drawn up to cover all the departments. The objective was to make Karnataka a model State in e-governance. Following the successful venture in Bangalore, similar initiative would be launched in four second tier cities of Mysore, Bangalore, Mangalore, Shimoga and Belgaum.By the year end citizen can expect more center and similar service centers in other cities.

Bangalore Citizen often confuse with Bangalore One and BBMP One. Earlier Bangalore One used to collect property taxes but in current Year property tax is collected only at BBMP One but people gather at Bangalore One centers to pay their property tax confusing BBMP One and Bangalore One as same.

Bangalore One” center are run by the e-governance department and provides a host of citizen services from accepting payment of phone bills to booking of tickets. While “BBMP One” is re-christen of BBMP help centers mooted by ABIDe (Agenda for Bengaluru Infrastructure and Development) task force for providing BBMPs civic services.

Earlier Bangalore One used to collect property taxes but in current tax period 2009-10 BBMP has opened its own help center to accept the payment. Bangalore One and BBMP One sounds similar and citizen gather at Bangalore One to pay their property tax and turns irritated when they told they have to go BBMP citizen center to pay property tax for 2009-10.

Last Saturday, people gathered at Bangalore One to pay their property tax 2009-10 and turned irate when they told that they had to pay their tax at Palike Help Center. After this incident, Bangalore One centers posted notice stating property tax has to be paid at Palike Help Center.

BBMP officials admitted that it had caused quite a bit of confusion and the name was given only on ABIDe’s insistence. Now BBMP officials are calling BBMP One as Palike Help Centers or Contact Points to avoid confusion. Bangalore citizen can continue enjoying the service of Bangalore One from accepting payment of phone bills to booking of tickets except payment of property tax. BBMP accepts property tax for 2009-10 at BBMP One and also accept online at BBMP official site.

Guidelines for BBMP property tax 2009-10

BBMP Bangalore (Bruhat Bengaluru Mahanagara Palike) has started accepting property tax for 2009-10. BBMP has introduced two forms Form IV and Form V instead of previous year forms of Form I for properties with PID number, Form II for properties with only Khata number and Form III for properties with neither PID nor Khata.

Tax payers can file their return either with Form IV or Form V. Form IV is for property that has no change either in category, usage or structure. It is available in White. If there is any change in property category, usage or vacant land to new completed construction, tax payers can file their return in Form V. Form V is available in Blue.

Use Form IV (White) for property if there is no change in category, usage and structure with previous year filing.

In Part I fill your personal details as follows:

Column 1: Enter your property number with 2009-10.

Column 2: Tick the color of form submitting and the number printed on acknowledgement form.

Column 3: If revised is submitted details with its date and application number. If no revised is submitted enter N.A.

Column 4 to 9: Fill the details furnished in the previous year’s filing.

In Part II fill details of previous year’s tax paid (2008-09)

Column 10a: Go to page 5 of the previous year form (if revised one is submitted) COMPUTATION OF TOTAL TAX PAYABLE and copy the figures in column 17.

Column 10b: Copy the figure of column 18 of the previous year form.

Column 10c: Copy the figure of column 19 of the previous year form.

Column 10d: Copy the figure of column 20 of the previous year form.

Column 10e: Copy the figure of column 21 of the previous year form.

Column 10f: Copy the figure of column 22 of the previous year form.

Column 10g: If paid in installment write N.A. and if paid in full copy the figure of column 26 of previous year’s form and receipt number with issue date.

Column 10h: Enter the payment details if paid in installment and if you filled column 10g write N.A

Column 10i: Fill the year as 2009-10 and copy the figure of 10a.

Column 10j: Copy the figure of column 10b.

Column 10k: Copy the figure of column 10c.

Column 10l: Copy the figure of column 10d if availed OR calculate 5% of the amount in 10k and write.

Column 10m: Copy the column 10e OR calculate and write.

Column 10n: If a revised return is submitted, enter the figure shown as in column 26 of that return OR put a dash.

Column 10o: Copy the figure of column 10m or calculate as the case may be and write. Enter the amount to nearest rupee (ensure to round off the amount)]

Column 10p: Copy the figure of column 10c.

Column 10q: Divide the figure of column 10p by 2 and write.

Column 10r: Copy column 10q.

Column 10s: Copy the figure in column 10f.

Column 10t: Calculate by deducting figures column 10q & s.

Column 10u & v: Self explanatory calculations.

Column 10w: Calculation of the above. (Round off amount to nearest rupee).

If you decide to pay your property tax for full year on or before July 30 to avail tax rebate of 5 per cent, go to 10A (Computation of property tax for the year ——–if paid before——–to avail 5% rebate) fill up 10A and score off column 10B as “Not Applicable”. If you decide to pay your tax in installment or after July 30 fill up 10B and score off column 10A as “Not Applicable” (Computation of property tax for the year ————installments).

Fill the payment details and sign with date. Fill in the acknowledgment in duplicate get the entire form photo-copied and make payment at your designated help center. If there is any change in property category, usage or vacant land to new completed construction, you can file your return in Form V. Form V is available in Blue. The calculation for property tax is done in previous year.

Tax payers can pay property tax online using their credit card and there will be no transaction charges for making payment online. Debit card can be used for online payment of property tax but the card holder should obtain activation facility from the issuing bank for online payment.

For online payment tax payers can visit BBMP property tax website and select either form IV or form V which ever is applicable and if property tax is paid in two installments for the current year, then two separate forms should be filed for each half year. Tax payers need to enter application number for property tax paid in 2008-09. Select the ward and help center and submit continue for going to next page.

Don’t go wrong with statement in form “Depreciation cannot be claimed for 2009-10 and 2010-11 as depreciation can be claimed once in the block period i.e. 2008-09 to 2010-11”. The actual wordings should be “No Further Depreciation To Be Calculated Even If The Age Differs In The Slab Provided On Page 18 Of The Handbook As Annexure – III” for the given block period of Three years (at present).
