Irked by increasing complaints state government set service level benchmark to civic agencies

Residents of Bangalore who are fed up with poor services from BBMP Bangalore and BWSSB Bangalore can now hope for some change. The Karnataka state government has come up with an innovative way to improve performance of civic body by setting the service level benchmark. The service level benchmark for the BBMP Bangalore and BWSSB Bangalore and certain target fill be fixed, failure to meet them mean they losing performance grant. Union urban development ministry’s guidelines has made to set the benchmark.

Allocation of Performance grant depends on number of factors such as meeting the target in specific time, efficiency of redressal of grivances etc. For the period 2010-15, if the BBMP Bangalore and BWSSB Bangalore improves their performance and meets their targets, it can get up to Rs 8000 crore as performance-based grants from Union urban development ministry.

The benchmarks for BWSSB Bangalore are increasing 90% Quality of drinking water supplied and achieve 95 percent efficiency of redressal of grievances in drinking water. The current level in quality of drinking water is 83 percent or below and redressal of grievances up to 87 per cent. If these benchmarks are set for BWSSB Bangalore, Union urban development ministry’s guidelines also set benchmarks for BBMP Bangalore such as 100 per cent availablity of public toilets in next one year, enhance adequacy of sewage treatment capacity on war footing to reach 100% in this period. They should also achieve 100% quality of sewage treatment, efficiency in collection of sewage charges and efficiency of collection of municipal solid waste.

Peripheral Ring Road Compensation

Bangalore Development Authority (BDA) on states that farmers who lost the land will get revised rate of comepnsation along with developed sites. BDA Bangalore stated in its statement released regarding compensation to farmers’ families. Seven years ago in North Bangalore, farmers of Bangalore lost their land to Peripheral Ring Road. According to BDA Bangalore, State government has already gave its nod for revised compensation. Depending on the extent of land they have lost, farmers will get developed sites in addition to compensation.

The Peripheral Ring Road (PRR) project -Tumkur Road to Hosur Road-was launched seven years ago. However Karnataka Rajya Raitha Sangha (KRRS), says that BDA does not understand the problems of the farmers and issues with their family members who lost the land. KRRS and Hasiru Sene demanding compensation to 1800 farmers families and plan to go ahead with the protest.

The BDA had issued a notification seven years ago and laid out the first plan of Phase I of PRR. Till now the project is nowhere due to the protest and land aquisition issues. The Phase I of PRR Project connects Tumkur Road to Hosur Road. It intersects important roads such as Bellary Road, Old Madras Road and Sarjapur Road along the way. The Phase II of PRR is not yet finalized.

Service Apartments in Bangalore are not Residential units

BBMP Bangalore has come up with a new proposal to include Service Apartments as Commercial business and charge property tax on par with commercial venture. It has taken several years for BBMP Bangalore to realize they had lost revenue from this source. Service apartment in Bangalore is rising trend in real estate that offeres an alternative accomodation for short and long stay, leisure and business travellers that are cheaper than lodge or 5 star hotels.

Services or amenities like kitchenettes, internet, cable and Wi-Fi connections, hair dryers, coffee and tea-making machines and more are available in Service apartments in India. Top service apartments are located in Koramangala, Jayanagar, Indiranagar, HSR Layout, Electronic City, Old Airport Road, Whitefield and areas close to Bangalore IT hubs.

As Service apartment is a new term for KMC Act 1974 and the service apartments are not commercial business, till now they were charged at par of residential units. Now there is also need to amendment in KMC Act. If the proposal for considering service apartments as commercial venture comes, the service apartment property owners will have to follow the procedures that an Hotel or commercial venture follow for accomodating guests. It should obtain a trade license from BBMP and operate as per commercial norms and pay property tax as per commercial tariff.

Weeds in canal results in dry tap in many parts of the city

A BWSSB official said massive weeds have been found floating in the open canal between Shiva balancing reservoir and Handihalli that carries 1,800 mld of Cauvery water. This led to obstruction of flow to the Netkal balancing reservoir and supply to Cauvery 4th stage has stopped.

Many parts of East, West, North and South Bangalore will be  affected. Less than a week ago taps ran dry in many parts of the city. But this time, blame it on the growth of weeds.

The affected areas will be BTM Layout, JP Nagar, HSR Layout, HAL area, Domlur, Hoodi, KR Puram, Yelahanka, BIA, Kengeri, Chandra Layout, Nandini Layout, Rajajinagar, Basaveshwarnagar, Mahalakhsmi Layout and surrounding areas.

“At least 100 water board employees are engaged in removing the weeds. We will complete the work by 12am on Friday,” said the official.

Residents of Malleswaram Bangalore Happy with Demolition drive

Mantri square mall demolition drive has brought relief to Malleswaram residents.  The residents were fighting to resolve the traffic congestion on Sampige Road as it had made it impossible for them to take out their vehicles from their houses.

Residents fear that the traffic on this stretch will be further increased once the 45-storeyed residential unit behind Mantri square is built. “Why does BBMP approve such mega projects in the heart of the city,’’ asked Riya Patak, a resident of Malleswaram.

The traffic congestion had increased because of the mall. It is good that BBMP has finally taken up action to widen this road,’’ K S N Murthy, member, Malleswaram RWV Swabhimana

Mantri square mall Malleswaram Bangalore wore a deserted look on Wednesday with the demolition drive by BBMP and a police squad made many buyers turn away from the mall.  The footfall to the mall on week days is anywhere between 30,000 and 40,000 and during weekends, it swells to 80,000.

The residents were fighting to resolve the traffic congestion on Sampige Road and residents are happy that BBMP has finally taken up action to widen this road.

Society To Protect Playgrounds in the City

With land sharks gobbling up playgrounds and unauthorized places of worship cropping up in open areas, the state government has constituted the Karnataka State Playing Fields Association, headed by youth services and sports minister G Janardhana Reddy.

As the infrastructure and real estate boom kicked off, playgrounds in the city began to vanish. While open spaces are being converted into parks, there are less than 300 playgrounds for the city’s burgeoning population.

Various study reports have said that Gen X kids may be lucky to have access to the latest technological innovations, but lack physical and sporting activities due to a shortage of playgrounds in their locality and schools.

The government has set up an all-powerful society to “promote, preserve and improve” playing fields across Karnataka. The Society’s main role is to create public awareness about multiple benefits of sports and fitness activities, undertake campaign to prevent public play spaces from being diverted for other purposes, through administrative and legal measures. Take up the issue with Centre and state government for necessary legislative backing and evolve a state policy on playing fields.

“Parks are good for kids and the aged for morning and evening walks. It is the youth who are finding it difficult to play football, cricket and other games without proper playgrounds. We have to travel long distances in search of playgrounds. The society should concentrate on developing playgrounds rather than parks,’’ says M Darshan, who’s completed II PU.

Government would not allow Bangalore to loose its IT status

The Karnataka chief minister BS Yeddyurappa said the state government would not allow Bangalore to loose its IT status. Taking serious note of the Assocham survey, CM said the state government would not allow Bangalore to loose its IT status. Yeddyurappa said he would hold a meeting with all the industrial bodies within a fortnight and try to address their issues.

Yeddyurappa said he did not know the exact report, but clarified that the state would do everything to encourage the IT and BT sectors. A survey by Assocham had warned of an imminent threat to Bangalore’s status as the IT capital of the country. The agency had cited crumbling infrastructure as one of the reasons why IT and BT industries were seen to be more interested in Noida and Faridabad.

“We will hold a meeting and we will address all the issues,” said the chief minister. “We are ready to create better infrastructure to sustain the growth of IT and BT industry in Bangalore and Karnataka.”

Bangalore might lose its status of being the IT capital of India

According to a survey conducted by Associated Chambers of Commerce and Industry of India (ASSOCHAM), the status would soon belong to the National Capital Region (NCR) of Noida and Gurgaon as fifty five percent IT companies in Bangalore prefer Gurgaon and Noida to relocate operations.

The survey also finds out that Bangalore is losing its sheen due to crumbling infrastructure, compelling many companies to head towards more convenient and industrial-friendly centres. Leading IT and ITeS vendors prefer to shift their focus from Bangalore to other satellite cities like Noida and Gurgaon for more revenues.

Civic issues like roads choked with vehicles, frequent power outages, erratic water supply and poor sanitation is making Bangalore lose its luster to Gurgaon and Noida.

ASSOCHAM interacted with 800 directors, CEOs, CFOs, chairmen and managing directors of Indian and multinational companies in various verticals.

Gurgaon, Noida, Chandigarh, Pune and Hyderabad-Five cities were chosen to relocate businesses to garner more revenues. 30 per cent top-ranked officials of IT companies said they preferred Gurgaon, 25 percent wanted to relocate operations to Noida, about 20 per cent preferred Chandigarh, 15 per cent of respondents said that they prefer Pune and 10 percent wanted to relocate their business to Hyderabad.
