In a move aimed at ensuring that every Indian family has an LPG connection, the Centre has amended the Gas Control Order under which a household can have only one LPG connection. The Liquefied Petroleum Gas (regulation of supply and distribution) Amendment order 2009 has banned multiple LPG connections in a single household. For instance, if a husband and wife have two connections in their names, then one has to be surrendered. This means two connections per family is not allowed. However, this rule does not apply to one connection having two cylinders.
On their part, Hindustan Petroleum, Indian Oil and Bharat Petroleum have evolved consumer data to detect multiple connections and stop supplies forthwith till they are surrendered. According to Bhushan Narang, president, Bangalore Petroleum Dealers’ Association, the primary objective of the new rule is to ensure that BPL (below poverty line) families are also supplied with LPG connections.
“There are many cases where domestic LPG connections are misused and commercialized too. The target is to make it kerosene-free country once all families have LPG connections.There are thousands waiting in each city for LPG connection. On the other hand, many households have more than one LPG line, blocking new connections,’’ official sources said.
- Supplies would resume only after multiple connections are surrendered THE RULE BOOK
- You have option of converting double LPG connection into double bottle connection (DBC), i.e., one connection having two cylinders.
- LPG connection will be issued only in the name of any adult member of the household by a government oil company under public distribution system
- Customers having more than one LPG connection in their homes must Surrender it before the supply stops.

Absence of double bottle connection is painful. This is because when the fuel in only cylinder runs out, one has to wait for unknown amount of time for the refill to arrive. Else one has to take a guess of how much fuel is present and book a cylinder, in which one may have to forgo some of the fuel. Moreover, it takes a lot of time to get a double bottle connection. Is there a better way to handle this?
The whole order seems to be ill thought of.
Firstly just because some of the connections are misused why should the entire populace suffer.
The leakage is more at the dealer and delivery boys level. Effective steps to be taken to plug this rather than resort to this order.
History has shown that wherever there is restriction in supply, it always leads to corruption.
If only one connection per household is allowed then the number of refills per connection will go up. It is not clear how this will help in getting LPG to BPL families.
Is this ruling not a violation of Madras High Court ruling of defining a connection in terms of a person and not household?

This means that the above appears to be violation of a court ruling or contempt of court.
If gas connection becomes in terms of household and not a person, anyone can guess who will most affected – working women. Working women would have a connection in their name before marriage. Once they marry and live with their husband who also had a connection in his name before marriage, the women would have to forego her connection. It will be terrible when marriages are on way of divorce which means the woman who lost her connection by way of marriage, after seperation would again have to go through the process of getting a new connection.
The country already is filled with contradictory laws. But no one thought, that government was so smart (stupid?) to make women suffer in the name of ‘preventing misuse of LPG’. This one LPG per household ruling is designed for blackmailing women into surrendering their connection.
Has anyone seen a circular to this effect apart fromt he newsppaer article? My distributer has not approached anyone with any intimation of this.

Can the Govt. ensure supply of new cylinder within a day of booking where a ‘household ‘ has two cylinders?. If the problem is with subsidy, Govt can fix annual supply of subsidised LPG cylinder per person per household. As for misuse, as rightly observed by the Hon’ble Madras High Court, it is for the Department to implement penal provisions
